About the project
SIEMM (Sistemul Informațional de Evidență a Mijloacelor de Măsurare Legale) is the information system of the National Institute of Metrology (INM) that monitors metrological verification laboratories and keeps records of the measuring instruments they verify — electricity, gas and water meters, scales and other devices.
The task
Give citizens a simple way to check whether a measuring instrument is legal and its verification is valid, and give the institute and competent authorities a single registry of laboratories, instruments and verification certificates instead of scattered records.
The solution
We built a web system with two sides. Laboratories work in a personal account: they register instruments and issue verification certificates. The public part lets anyone find a certificate by the instrument's serial number or by the certificate number and series and see its status, issue and expiry dates and a QR code.

Result
The system is in production at siemm.inm.md and is linked from the Metrologie.md portal: citizens check meters and scales themselves, and laboratories keep certificates in one state registry.
